We have a local nursery in Ventura (between LA & SF) called "Green Thumb" that is quite good. They have a good selection of of plants, tools, and help. The staff are quite knowlegable and it is just an enjoyable place to be. This iscoming from a man that hates yard work. Let me know if you want more info.

Orchard Supply is a good source of everyday-quality gardening tools. Limited number of stores around S. Calif. Regrettably Japan Woodworker closed their Alameda store but they have a wide selection of gardening tools in their catalog [mail order only.] As Sean says, local nursery places are the best walk-in sources.

There's Lee Valley, in the gardening section. http://www.leevalley.com/US/Garden/Index.aspx However, they don't have physical stores in California.

Not far from Hida Tool used to be a Smith & Hawkins store that sold top end gardening tools from the UK.

The best small gardening fork I have is actually made by Hercules Food Service. I have not been able to find another. It is a 3 tined fork that looks like it was made to lift a side of beef ribs.
