On the saw, it indicates that if wired single phase it's 2hp & if wired 3 phase it's 3hp. Is it possible the saw can be wired either way and if so, what is the difference in the wiring configuration?

That sounds like you are reading a description of the motor control (switch) and the control itself is rated 2 HP for single phase and 3 HP for three phase.

The motor will have its own data plate. That will list horsepower, voltage, amperage and phase.

If the latter, what does that read?

It had a black, white, red and green ground wire connected. It appears that that is 3 phase, am I correct?

What I told you about what you have is based on my view from here (where I am).

You need to read the data plate on the motor.

I can't see that from here/can't help any further.

It's really hard to see the motor plate but it either says 3hp or 3ph.

As Keith said, the name plate on the motor determines the phase of saw. The cord and switch do not.

Look at the full load amps. that will tell you . If the starter has three wires at the input and three leading to the motor that is likely three phase. Wiring can be tricky in that some single phase machines also provide for a neutral if also running a 120 outlet so just looking at the cord doesn't tell you much. Dave

Does your motor have a capacitor hump/cover.

That's the rounded part shown on top of the motor in this picture.

If yes, it's a single phase motor.
