I wouldn't call that a shoulder plane. I would call that a rabbet plane. They can do similar things, but if you really need a shoulder plane, this isn't really a viable option.

+1 on what Zach said.

A shoulder plane will have the blade bevel up. This one is bevel down. It looks like a plane of modern manufacture. If it works well, it could be a fine rabbet plane at the price.

From the information on its origin it makes me wonder.
