I'm new to routing, so apologies if this is a beyond-stupid question.

I've had a look at some router bits online which can plunge-cut using the sharp edges on the bottom of the cutter.
Now, can these bits be used with a fixed-base or table router? or just a plunge-router?

Your choice of orientation ... I use them frequently in a table for routing slots in jigs & projects. Layout the slot position ... set the fence and clamp a stop block to keep your stock from slipping ... align stock against both the fence and stop block ... lower the stock onto spinning bit ... push stock forward while maintaining contact with the fence.

Bob is dead on. You can use them in either. Just to add, when you do this the first time(on a router table), be sure to keep the piece tight against the fence and stop block as you lower it. If not, the bit can grab it out of your hands and scare the crap out of you or worse. Of course, this never happened to me, I just read about it on the internet.;)
