My question Can anyone please advise on quality and source

Jim, That looks like an old spoon bit for a pushbutton brace that someone filed to a point.

W.L. Fuller in Rhode Island has , and makes the best ones by far. Most retailers are selling their product, but that is the source.

Jim, That looks like an old spoon bit for a pushbutton brace that someone filed to a point.

That was my first thought, but then figured what would happen if someone did that and it doesn't seem to work out to look like this. My imagination could be off.

I gave it a quick honing and spun it through a piece of scrap. It bores a tapered hole. Will probably do better with a bit more sharpening.
