They probably are here, I know they were in central PA (the german shepherds at least). I don't know that I have the stones to try to find out with the local k9 unit dogs, though.

They train the dogs using the language of the owner's heritage (usually)... the dog will look at you sideways if you start screaming "Plotz!" and they were taught using Russian, Dutch, etc. This is to prevent people learning commands for one language (German) and potentially confusing the situation.
