Newbie wanting to know how to post a new general thread discussion topic

Hi Everyone! Pleasure to meet you! I am able to do so in this Tech Support Forum. I see the button for post a new thread, but how do I post a general topic that doesn't fit into the tech support category? Tech support forum is the only page that I have seen with a post new thread option.

The "Post New Thread" is in the same place for all the forums, but I think you might have to be here for awhile before you can actually start a thread.
