Brian,
I don't know what their formula is but I use mineral oil (Johnson's Baby Oil) and mineral spirits, half and half. It's a lot cheaper than Norton's. Some guys use kerosene but I don't like the smell. Mostly now I use water stones.

Regular mineral oil is what is used on mine. It is from the pharmacy department in the local grocery. Don't let the wording of "Laxative Lubricant" bother you.

It is also good for preserving wooden utensils used in the kitchen.

A quick Google search for "Norton Honing Oil MSDS", the first link was Jamestown Distributors, and their catalog page for Norton Sharpening Stone Oil had a link to this MSDS:

http://www.jamestowndistributors.com/userportal/pdfs/MSDS/Norton/Norton_Sharpening%20_Oil_ALT003.pdf

sounds like it's mostly white mineral oil.
