I have no idea where I saw it at this point but I recall seeing an article on making just such wheels. I thought at the time it might be a fun project. Maybe someone else recalls seeing it or can steer you in the right direction. Good luck and if you come up with a source or build the wagon please post pics and info.

I made a wagon for my grand daughter. I purchased the wheels from Tractor supply. You can see the wagon here: Little Red Wagon (http://www.sawmillcreek.org/showthread.php?116086-Little-red-wagon&highlight=wagon) I started with a lazy susan bearing for the front axle swivel, but it failed fairly quickly. I redesigned it using a couple of thrust bearings and a through bolt and it has held up very well.

Not sure how authentic you want to go but look here http://www.oxbowwagonsandcoaches.com/ they specialize in everything wagon related.

My son is building a full size covered wagon as an Eagle Scout project and had them rebuild his wagon wheels. They make regular trips to Shipshewana Indiana so we were able to meet them to drop off and pick up the wheels, saved a ton of money on shipping. Jim and his wife are great people and they do really nice work. If you contact them, tell them Greg and Zack (the kid with the covered wagon project in Illinois) sent you.

I built the Wooden Memories hay wagon years ago. I have the plans for the buckboard and the conestoga wagons but I might not live long enough to build them :)
I built the wagon wheels for my hay wagon from the plans. It required a drill press jig to be built that is used to drill the spokes accurately.

Below is a link to a buckboard you might like.
