My best guess is some sort of old sewing device, possibly for canvas sails.
Its about 6 inches long. The top half slides towards the needle end and at the end of its travel a flat piece of metal slides in the cup of the needle past the hole.

I have one that is just like it and I was told that it was used for sewing up feed sacks. Jim

+1 for feed sack stitcher. I think it would create a chain stitch, like a crocheted chain stitch, which allows you to open the bag by pulling a thread.

That would make sense, since I found it in the sailing capitol of the world, Buffalo Creek Colorado.
