All

I've got some JPG format photos from my trail cameras - both B&W (shot w/ IR flash) and color, with which I'd like to create a crude animation.....

I've down loaded and played with a freebie program called JPGVideo - it works fine for the color images, but the B&W is a dismal
failure - just a bunch of black streaks on the screen when run thru Windows media player.

Any suggestions for another program?

Windows 7 has a feature called "Live Photo Gallery" that also will let you create videos from photos and do other neat editing.

Are you looking for a slideshow creator program that can create a DVD?

There is a great site that lists all sorts of freeware and reviews called Gizmos Freeware Reviews. The have a category for Image view and edit. And within that they have reviews and links to the best free photo slideshow software

I think I misunderstood what you are looking for. You have a series of still shots taken at intervals. (which is pretty much what you said)
One of the programs listed in the Gizmos slideshow section is called PhotoLapse. I think it does what you want.

I took a sequence of 66 shots I took of a glacier calving that was made into a movie with Windows Live Photo Gallery in Windows 7.

I use AVS4YOU for all my video work.
I'll be using it to create a DVD from stills for our Senior Center production in October.
It's a great suite of programs for one low price.
