Strange #6C

Was cruising the bay this last weekend and ran across a #6 Bailey that the sole looked somewhat odd. SO I emailed the guy for a closer picture. Heres what He sent.
So. What's up with this plane? Home modified or what? Chip breaker goes all the way across.
Any ideas?

This looks like a home mod to me. Check out the groves and the obvious difference between the front and back distances from the end of the groves to the throat opening. Not only that, it looks like a poor mod to me. Hope the seller is not asking much.

Looks like they broke the mouth on it and decided to file it open and then slide the frog all the way forward. I've actually seen it done before on a flea market plane. More than likely won't work very well.
