I am a little embarrassed to ask this but which way does the arbor nut go on a 1023 saw? One side of the nut has a shoulder and the other side is flat; which side goes against the blade washer?

On my Ridgid TS3660, the saw came with the shoulder side of the nut facing in against the flange.
That's the way I've been putting it.

Don't be embarrassed. I have the 0691. I was having a problem with not being able to tighten a blade adequately that I had put on, until I realized I had the washer on wrong! The washer (if it has a shoulder) should go on shoulder-first, and then the nut also shoulder-first will fit into the washer hole.

IIRC I had a thin kerf rip blade on at the time and it wanted to spin on the arbor because I couldn't get it tight enough the way I had the washer on. I had to gently re-file the innermost threads:(
