I have some oak veneer plywood that I want to use as the substrate for my garage countertop under a sink. I just noticed that the veneer on the plywood has some strips missing, and gaps where there are knots. biggest ones are around 2" circle. Voids are very thin. Do I need to fill those in with something like bondo, or will the formica bridge over those no problem?

Yeah 2" ones will DEFINITELY be a problem. they'll sound hollow and be vulnerable if something falls over the void. Fill them with anything you care too (wood putty, wall patch, whatever). Small (1/2" or so I'd not worry about)>
