Just a guess, but could it be for melting and pouring babbit, like for bearings? Possibly for plumbing back when they used cast iron for drains? It looks like you hold the handles together to melt, then spread them to pour.

it could be a blacksmith tongs or tongs to pick up hot embers to transport

Would it be some sort of tongs to pick something out of a pot of hot water? The paint is still on so it couldn't be too hot of an item to burn it off.

I don't know but I'm glad my doctor doesn't have one. Looks like something a blacksmith could use.
