My Son in Law keeps borrowing my good cordless drills. I want to give him a drill for Christmas.

Harbor Freight has a 12 Volt 3/8" Lithium Ion Cordless Drill/Driver for $50 and it charges in 45 minutes. He'd probably use it 2 or 3 times a year so durability isn't an issue.

Any other drills $50 or under that charge in 1 hour or less?

I have a 24 V B&D that I paid about $50 for maybe 10 years ago and it holds a charge for a long time.

You might try Big Sky Tools on line for refurbed Hitachi's. I just bought a refurbed 10.8V impact driver, drill and bag with two LiIon batteries for less than $90.

This article may help. http://www.popularmechanics.com/home/reviews/power-tools/12-volt-cordless-drills-we-test-13-of-the-best?click=pp#fbIndex1 . The Chicago electric one looks like a good one for the price

I am a big fan of the Ryobi Drills. I like it better than my Porter Cable.

They run good deals this time of year in store.

Yes, I have the Ryobi 18 Volt drills. With the low cost batteries easily available it's my most grabbed cordless stuff.

The Ryobi HP696 3/8 in. 9.6-Volt is now a 1 hour charge and 2 batteries for $30. I've looked at these over the years, but they were 3 to 5 hour charge times,so no value for me.

I think I'll try the Ryobi 9.6-Volt. To bad it's still the 2 handed type chuck, but for hex shank screwdriving it's OK.

The Hitachi DS10DFL is a little above your desired price, but it is a darn good drill. I've been very pleased with it, and lately I've mostly been buying Festool stuff.

I concur with the recommendation of Hitachi at BigSkyTools. Their reconditioned Hitachi tools look and run like brand new ones to me. The prices are very good compared to new, although I don't think you will find one at your $50 bogey. But Hitachi tools are a big step up in quality from Ryobi, IMO.

I just bought a recon Hitachi from BigSky for my daughter for Xmas. 14.4v NiCad, 2 batteries, drill, charger and light for~$57...DS14DVF3. As mentioned above it looks new to me.

I picked up a Tool Shop brand 18v 3/8" cordless for $26 at Menards the day after black Friday. They always have deals hanging around. Might have luck at Menards if you have them by you.

Black Friday is already in the past, but Walmart had a B&D 20? volt lith ion for 40$. And Sears had what looked like the same drill. There were several places that had 18v Dewalts for 99, but guess that is out of your budget. I thought about getting one of the bargains, but how many drills does a guy need? I already have 3 Makitas, and one impact driver, and a 24 volt Bosch. The maks beat the Bosch hands down. I've used a BandD, they are good drills.
