This is my first official woodworking project. The shelf weights 13 pounds and is 63 3/4 in by 23 1/2 in.

This is what I'm planing on using to support it. The wood piece would be screwed on directly to the beams on the short side of the shelf. The remaining 4 supports would be screwed into the beams on the long side of the shelf as well as screwed into the shelf. Will the beams hold it? Is it too heavy?

The brackets transfer the load from the front of the shelf to the wall.
If the bracket is anchored into a stud (behind the drywall) - no worries.

If the bracket is merely fixed to drywall, the load will eventually push the bracket through and spill the contents.
Drywall anchors are tempting, but have a low capacity.

I don't know about the shelf, but I commend your choice of board games.

I would leave the cleat off the side wall and just center the shelf atop the brackets. You would get a cleaner look. The cleat seems out of place and you have plenty of strength there.
