Looking for soft mushy material

I am working on a set of 6 robot wheels. Between the CNC and laser I have the hubs and gears all worked out. What I am looing for is some sort of material I can gut with my laser to make the actual wheel. It needs to be 1/2" thick. I was looking at 1/4" thick craft foam. I would just use 2 pieces to get my thickness.

Any Sugestions?

Neoprene? Foamed rubber?

Cut a female tool on the laser and pour in a urethane casting material. You could embed a harder laser cut hub while casting.
