Looks like a Harvey Peace P26 with a replacement handle. Peace made a lot of saws for department stores with custom etches. The jaunty round shape of the saw plate under the handle, what I call the skirt, is characteristic of Peace hand saws. Check out the Harvey Peace page at Hyperkitten.com. More than one saw maker who could skin a cat though.
