Help needed: regluing stick on fence rail rule

Hi,

I have a bubble/raised section on my unifence tape. Any sugestions on how to get glue in the area without getting glue all over everything? I'm thinking contact cement or gorilla glue will just make a mess. It's only about an inch long and I hate to replace the tape over it.

What about CAREFULLY heating the area with a hair dryer or heat gun and pressing or rolling the bubble out?

Can you make a pinhole to get the air out and some superglue in?
