Has anybody here made a scraper plane? If so, could you detail your build, and show some pictures please?

David Finck covers making a scraping plane in his book Making and Mastering Wood Planes. You should definitely pick up a copy if you don't already own it.

If nothing else...what would be the optimal angle for a fixed angle scraper? Or is it something I should make two or three of at different angles?

If you have the money, you should get a copy of David Charlesworth's video on 5 aspects of furniture making. ( Furniture Making - Five Topics ). In it he shows how to set up the fixed type of scraper, what angle to start with and comments regarding to burr or not to burr.

He also recommends an angle to sharpen the blade. He demo's the LN adjustable scraper too. The short hair explaination is that there is not "optimal" fixed angle but a recommended approximation of a starting point. How you sharpen the blade will vary the needed blade angle.

I also recommend David Finick's book. It's a very straight forward well explained approach to making a good woodie.
