Question about a grizzly go514x2 19" band saw

I put a 1" Timberwolf blade on, brought the blade to just above flutter, which is about 3.5 on my tension scale, but it still has a little flutter and when i put more tension it starts to get worse. Am i not putting enough tension or do I have an unbalanced band saw?

I have used the flutter method for years with good success. At the point where the blade stops fluttering, I give it about 1/4 turn tighter. If this produces more flutter, I tighten through the next sequence of flutter till it stops again (usually not more than a full turn) add 1/4 turn and call it good.
