Just wondering how one goes about finding and harvesting a burl for turning?

Finding the burl is generally the hard part... To harvest it, you just cut it off the tree. Beware, cutting the burl off the tree can lead to health problems for the tree. If the trees don't belong to you, you could get into trouble unless you get permission from the owner. If you're just looking to avoid retail prices, check with your local tree services... They may be able to hook you up with burls on the cheap. Local turning clubs could be a good source for you as well. Sawmills might be another source if there's anything like that in your area.

search ebay,, there are a couple saw mills that sell their cut offs for cheap. and also check craigslist for trees that people want removed. and in general keep your eyes open when you drive... when i drive through a wooded area i have my eyes open like a fat kid in a wonka factory. i search high and low to see if i can find something interesting. (even thought i have no room at home to store more burls or wood)
