Custom Mobile Base

When my Powermatic 221 planer comes, rather than place it on 4x4s and move it with a pallet jack (which I don't have), I would prefer to have it on a mobile base, or a couple of Hover Pads that I saw on a previous post. Where I want to place the machine will be fine for up to 12' lumber, but if I need to surface longer pieces I need to move the machine forward a bit (where it would be in the way if located there permantly).
Has anyone built a mobile base for their big iron?

Anyone ever use a pallet dolly as a machinery base? Naturally it would require a plate on top, and looks like it does not swivel, but would fit my need if it works. What do the mean when they refer to it tilting?
