I bought (stole) a small drill press yesterday. It is driven by a small round belt and it needs replaced, does anyone know where such a thing can be ordered?

Check on eBay. Look for sewing treadle belts. They come in several sizes (3/16", 1/4", 5/16") and lengths from a variety of sources. You have to sew or clip the ends together when you get the right length. I'm restoring a similar drill press.

Several companies make round urethane belting. Here's one (http://www.fennerdrives.com/eagle_polyurethane/eagle_quickconnect.asp). Some varieties can be butt welded with a hot knife. Once you make the weld you grind the bulge flat to the surface. Here's another.
