does anyone have any experience or advice on laminating a 4'x10' oak veneer on 10mm to a 4'x10 1-1/8th marine ply wood?

No experience but I can picture a large flat surface under the most likely somewhat bowed plywood, well spread exterior grade glue and lots of weight on top of the sandwich. I would use scrap wood on top to distribute the weight and then lots of heavy items such as fertilizer bags or tubs of water carefully placed.
