Is there an interchangeable battery pack that fits several brands of tools? Anyone found Harbor Freight or other low cost batteries that fit the higher cost brands of tools?

In a word NO,

The batteries inside the packs are the same (as far as size, quality and type very) . You can have packs rebuilt or do it yourself if you know how.
