According to step 2, pressing the START / STOP + PAUSE buttons will start the machine for beam alignment purposes.

Mine does not do this - any alternate suggestions?

1) Turn off the machine.
2) Press and HOLD the [START] and [PAUSE] buttons.
3) Turn on the machine.
4) AFTER the display reads 'Initializing...", then let go of the [START] and [PAUSE] buttons.

See if that helps.

OK, missed the "while holding, turn back on" part... it sounded like the pressing of both buttons would que the machine to power up

No, the intent is to never accidentally enter into INITIALIZATION mode.

It is very rare that someone would be pressing one button much less two while turning on the power to a device.

A lot of equipment have this type of "service mode" process; printers, cell phones, laptops, etc.
