Is there a way to improve quality of a low resolution digital photo?

I have a very old copy of Adobe Photoshop in which I can not find a command to do this. I'm wondering if there is a program/method that will interpolate what the new 'in between' pixels would be based upon the color of the surrounding pixels?

don't expect miracles. but i used to use "genuine fractals"....but i used that when i needed to blow things up HUGE.

I found a method for Photoshop that worked really well...

1. Double the image size: Image>Image size. Make sure 'Resample' is set to 'Bicubic'.

2. Filter>Noise>Despeckle.

3. Double image size again: Image>Image size.

4. Filter>Stylize>Diffuse. Make sure "Anisotropic" option is on.

5. Reduce image 50%: Image>Image size.

6. Filter>Sharpen>Unsharp mask. Use the following settings: Amount=60%; Radius=2px; Threshold level=2.
