Sander

I recently bought a sander at a clearance sale. It is unbranded and the box says "Rotary Sander".

It LOOKS like a Random Orbital Sander but the disc is able to spin fairly freely on the shaft so that when I use it, unless I use a VERY light touch the disc will not spin on the wood.

Is this how it is meant to be? I'm only out 10 euros and the machine was specifically sold with no guarantee but I am wondering whether it is actually a ROS or some othe type.

Next step will be to open it up but I thought I'd ask first.

It's a simple rotary sander and not a random orbit sander from the description. Check the brand and see if it's a name brand or a cheap knock off.
