Got hold of a used compressor, older lubricated sears model, nice and quiet compared to the oil less models.

It has a filter, no idea if these needs to be cleaned regular or not. I think its a oil/water filter.

The regulator knob is broken, fixed at max output currently which is 100 psi.

Any recommendations ?

Mike,

Harbor Freight is a great place for things like this. I have one of these:
http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=43242 on my small compressor and one of these on my larger compressor: http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=98904.

One thing I have found using a sand blaster is the filter unit being within a couple of inches of the tank, which is a 'normal' set up for most of us, is ineffective at filtering anything. I ended up adding a second filter unit right on my sandblaster, after about 25' of hose, that would fill with water and oil before seeing anything in the unit on the tank. There is lots of information in the workshop threads. My ultimate set up is to have about 30' of copper tubing mounted to the wall after the compressor then have the regulator and filter unit. This will allow the air to cool after leaving the tank and the moisture to condense. From what I have seen and read this is one of the best ways to ensure clean, dry air from a compressor. I have even considered a split to have a dry line and a lubed line for my other air tools. That also means that I need two hoses but to keep a dry, clean line for spray finishes would be well worth the cost I think. Good luck with the new compressor.
