I am trying to fix my DW303. It makes that stalling sounds, I don't know what its refered to as, you can see the armature trying to turn but it gets stuck or something. Power to switch is ok, but when I depress the switch it only sends 40 volts to the amature connections. So bad switch?

Besides a bad switch, check the brushes, springs and their holders. Blow all the dust out of the motor.

Did also check the brushings while checking the voltage. They are forced in place by coiled springs.

You might have a dud capacitor. It's the most common failure mode for motors. A replacement should only cost a few cents. You need the same value (microfarads) and as close a voltage rating as possible. (Higher is better than lower).
