The rod is 12" long, the round end is barely over 1/4" diameter, and the fluted end is 11/32" wide. The "pliers" or crimper is 6" long and the head is 3/4" wide.

The rod is a cement punch/chisel.

Can't really tell by the picture but, the "pliers/crimper" looks like a ceramic tile "nibbler" to me. This is typically used to shape tile to fit in abnormally shaped areas.

I would say it's a crimping pliers for an automotive crimping hose/tube clamp.

Photo # 2 shows the jaws as closed as they can be. The "crimpers" only close to 7/16" - too big for tile nibling or hose clamp closing. Also there are those prongs sticking out.

The one tool looks like a "star" drill used for punching holes in concrete....at least I spent several hours in the Navy using one for that purpose.:o

Those pliers look a little bit like a hog ring plier to me.

yes. hog ring pliers and a star drill. hog ring are used primarily for auto upholstery and star drill for concrete with lead anchors. both systems are pretty much obsolete taken over by newer methods.

Ken hit it exactly. I know that tool as a star drill. I have used one in the past also.

The really, really big version was used in the coal mines in the old days. The one in the photo might have been this??:
