I need to cut several parallel slots on a flat board. The slots need to be at a small angel to the plane of the board. The slots should be at the same small angle. If I use a spacer to raise the board to produce the angle I will have a hard time making the angle the same each time. Anyone have any ideas?

Might be better off using a table saw with the blade at an angle.
Use the miter gauge or an angled jig for your angles.

Depending on the width of your flat board, or maybe the width doesn't even matter, you could make a simple jig with a piece of plywood cut at the appropriate angle that lays directly on top of your flat board with a piece of wood screwed underneath it that would sit against the edge of your flat board. Clamp this jig onto your flat board and use it as a guide for the router to ride against.

I've done this when making a ladder for a loft. The angled cuts were dados to accommodate the ends of the ladder's steps. This jig worked out fine for me in that application.

There are several ways to skin this cat. Good luck with your project.
