I have a 230 volts outlet up on the ceiling. Can I use it as a source for 110 volt outlet? And how?:o

If you want to keep the ability to use it as a 220 outlet, only if its a 4 wire outlet (2 Hots, a Neutral, and a Ground--guessing its not) or if you purchase a stepdown transformer.

OR

If its on its own circuit, replace the current double-pole circuit breaker in the panel with a single pole breaker and replace the receptacle.

What Matt said will give you both voltages in the same box. If you have 3 wires in the circuit you could rewire the 230v circuit at the panel, taking one of the hot wires (keeping track of which one) and bonding it to the neutral bar and then replacing the receptacle. With this approach you won't have a 230v circuit anymore but I gather you don't need one where this one is.

Unfortunately, it is a 3 wire circuit. ANd it is a last outlet in a chain. I am using previous outlet and just need 110 volt in this location. Look like I may not able to do this.:mad:

I want to run Jet Air filter. I can run just an extension cable from outlet on the wall, but having power on the ceiling I thought I can provide a power to Jet.

You could buy a transformer but you'd be looking at $140+ depending on the current draw (see http://www.factorymation.com/s.nl/sc.2/category.85859/.f for examples.) An extension cord is a lot cheaper.
