But I still need perpendicular holes! I do not want to spend rediculous money for them, so does anybody have some kind of handheld drill attachment that will allow the drilling of perpendicular holes with respect to some flat surface?

Mike, take a square block of wood, boar a hole in it with the drill press, then use it as a jig

I have one like that (different brand), and it works perfectly. If you don't clamp it down it may move while you are drilling. Mine also has a stop for depth control.

Making benches, we used a plunge router to start dog holes, then finished them with a normal drill.
