Does anybody recommend a basic panel cutting optimization freeware package? It doesn't have to be fancy.

Cutlistplus does have a free option. It is limited though.
I purchased the Silver edition and am very happy with it. While it isn't free, I highly recommend it!

Try this version of "Cut List" - it is totally free and works well, albeit very slowly. I built a kitchen with it - total of 213 pieces spread out over 35 sheets - and it took overnight for the thing to crank out its best solution:

+1 for Cutlist plus silver edition
90 bucks and it paid for itself on my first set of shop shelves

I also use this but rarely let it get more than a few minutes into the calculations before I hit the stop button and accept the solution. I have rarely found a better solution from when I let it get all the way through the calc's verses taking one of the first few solutions on one of the HUGE number of possible solutions - give it a try - you may find that it works better this way.

I use CutList Plus...the silver version. Not free, but it's been very useful and isn't expensive.
