These are brushed silver (probably nickle plated) metal.

There's a police and FD supply house in St. Louis. I can't remember the name but it seems that they can make them.

Here's the first link I got from a google search: http://www.uniforms-4u.com/p-usaf-nametag-3638.aspx . You could call them and ask them to send it to you blank. Of course, you could also order online and ask them to leave it blank, but then you might end up with a nametag that says BLANK.

These are available from Gravograph in Atlanta. Just Google them and you can find their contact info. The company used to be called "New Hermes".
