I ned to remove some light rust on tools and was wondering if NAval Jelly left a bright finish or if additional work is needed after using it?

The naval jelly won't affect the finish. The extent of the underlying scratches will. You can buff the underlying metal to whatever sheen you wish.

I'm partial to citric acid for removing rust. It's gentler on painted surfaces.

Be sure you neutralize the jelly by washing thoroughly and then coating with oil or wax immediately or the rust will reform in a few hours.

Naval jelly can discolor just as much as most chemicals. I find that Bar Keepers Friend works good.

It will also turn nickle plating a goofy pinkish color sometimes.
