I want a round tray with about a 3/8" lip on the outside that is square to the inside surface.

I don't have a lathe that I can do that on but its a good idea. I didn't think in that direction. I was only thinking router.

You can use a router with a straight bit to hog out all the internal waste. Just make a "sled" that spans the sides of your tray and move the router back and forth until you'd gotten it all out.
Make a template so you can keep the edge thickness uniform.
In fact, I think a recent WW magazine had something similiar. Maybe it was ShopNotes or something?
I'm sure someone here has better technical writing skills than I and can give you a better explanation.
Some manufacturers sell router bits designed to hollw out bowls and trays.
