It LOOKS like a very capable sharping station - perhaps for turning tools or maybe handsaws (or both)? It's unlike anything I've seen, though. Speculation of value?

It's from an auction with a lot of decent iron, hand tools, supplies, etc. in Central WV on Nov. 10:

Never mind - I found it. Foley/Belsaw "make money in your spare time" circular saw blade sharpener. :o

As you probably already know, it's Foley Sharp-All.You COULD use it to sharpen steel circular saw blades, but I don't think you would get very good results with fine-toothed blades. It is also missing the table on the left-hand side.
I think you'd be better off with a good bench grinder.
