Is there a formula for the dimension of the base of a goblet vs. the dimension of the goblet?
Or is it , what ever looks good.

There are no set formulas that I am aware of other than the Golden Ratio or the rule of thirds. It is more of a rule of thumb than anything else but you would be surprised at how much it impacts what we see every day.

I just turn what is appealing to my eye.
That formula gets me confused. BAD.

If you're referring to the ratio of the cup diameter to the base diameter, I try to make them about the same. If the base is much smaller the look (and are) tipsy. As for the cup height ratio to the stem, I think that really depends on what style you're looking for. I've seen them anywhere from just a stubby stem that look very functional to the long spindles that are totally impractical but very cool looking.
