In adobe illustrator files are saved with the .ai extension. I found another program that can do a lot of what illustrator does but saves files with the .svg extension.

My question is this..... Can i manipulate a file in a program, not illustrator, save it as a .svg file and then open that same file in illustrator and save it as a .ai file from Illustrator?

Should be able to do that, yes. SVG is a Vector Format. It's a choice when you place an object into Illustrator. So you should be able to open a new document, place the SVG file into it, and then you can certainly save that as a Illy file.
