I use Barkeepers Friend mixed into a slurry with WD-40 and applied with a ScotchBrite pad. You can cut the pad to fit your hook & loop ROS. Wipe the whole mess up with acetone and paper towels. Spray on T9 per instructions.

I use a ROS with 80 or 120 grit paper. After it's pretty again, I use paste wax to protect it.

Here's an electrolytic approach. I've not tried it, but as described it's widely used by tool restorers: http://www.stovebolt.com/techtips/rust/electrolytic_derusting.htm

I also use Bar Keepers Friend but mix it with water. Cleanup with alcohol and slather on furniture paste wax. I use a heat gun to melt it into the surface and buff it up.

I use Mothers Carnauba wax, making sure I get the one that contains no silicon.

Asaf, according to how bad it is, you can use evaporust or T-9 rust remover and boeshield
