I picked up one of the Harbor Freight ODD JOBS. Any direction online how to use the tool or what all it can do?

There was another recent maker that had a better looking instruction sheet. I have not looked recently, there may be something better available.
The picture of your Odd Job does not show if it has a pointed screw at the top to use as a compass pivot.

If you go to the Woodcraft website and search for "odd jobs" then click on the "video" tab, you will find a short video of Charles Neil telling you all about the tool.

One thing that I have not seen mentioned is the markings along the edge appear to be spaced as if they were meant to be useable for measuring.

Perhaps, but if it was made by Starrett it would probably cost about the same as their 6" double square, which is only $67! Of course it would also use the same rule, which offers more than just 1/16" increments... theirs would be a machinist's version, so we'd have to pass.
