Kendall,
I have a similar tool and find that this type of tool is excellent for doing VERY fine detailing on wood, glass, stone, etc. It basically is a dentists high speed air driven drill. Mine is a PowerCarver brand. I believe what you saw for sale was a Paragraver. Your best bet is to find a used one as they can be quite pricey new. Bits can be had on Ebay for well under a dollar each. There are other tools out there that may suit your needs that will accomplish the same sort of detailing you might be considering that are a lot easier on the pocketbook. Foredom type tools and similar knockoffs and the Dremel type tools come to mind.
