Its called a Jointer..
Its used for sharpening hand saws..

The first operation of sharpening is to joint the blade by filing the top of the teeth lightly, then using a 3 Square File you file each tooth till you see your witness marks (flats) of jointing are 99.5% gone..

of which I have two. Fortunately, two does not constitute a collection or even a hoard, though I fear that it's the beginning of a slope (slippery, govt. spec. 463A-b-IV, Neander standard issue).

One is similar to that, but less substantial. The other is designed to permit flexing the file to establish a crown on the length of the saw blade (also known as a "breasted" blade), which some think contributes to ease in sawing.

Any day now, I'll find time to try them out...up to now, I've gotten away with not needing to learn because I keep stumbling over sharp saws cheap at garbage sales.

Gee, if there were sharp saws at the yard sales around here I wouldn't put my location in my posts either.

I would bet that once you try to sharpen a saw, you will be surprised at how dull all your other saws have suddenly become.
