I have some silver maple in the shop that is cut for turning blanks some anchor sealed some not. My question is how dry does this have to be in order for me to cut it up and make small boxes. What is the allowable moisture content? I am new to flat work, woodturning is my thing and I want to build boxes for my pens.

Your best bet is to cut it to within 1/4 of the desired final thickness, then allow it to dry. A thick turning blank won't dry evenly enough to rip into boards, and will take way too long to dry. 7%-10% as stated is ideal for woodworking.
