Once I saw a source for a hollow drill bit, and I can't recall where. I recycle a lot of old oak timbers, and I've gotten quite good at denailing. But sometimes, no matter how careful I am, an old rusty nail will break off at the surface.

What I want is a hollow drill bit that will let me drill around the nail, then snap off the part that remains. I'd then plug the hole with a dowel.

Anybody know who sells something like this? I could always attempt to make my own by filing teeth on a spacer.

Rockler carries screw extracters for about $10. I think this is what your looking for.
