I am new to the laser terminology and while my main interest is in cutting. I have been scouring over all the forum posts and see the phrase "Can be color filled" or something similar.

What is this process?

Not sure what kind of machine you have, but on the Universal web site in the tutorial section, they have a great pdf file that walks you through the process.

Color filling is usually spreading an ink, paint, etc. into a laser-engraved substrate. For example, engraved corian leaves a nice rut for paint to stick in.

Many years ago I saw my first Color Fill at a ARA Show in AC about 9 years ago. Laser Bits did it and Mike F., He used a old phone book to wipe off the excess fill paint then tore out the page... next..... I thought that was a great idea.

Rubbing it on the flat book page.:D
